– Prior to 1970, the procedure of naming 15 finalists was not defined. In 2007 Hall of Fame bylaws increased the number of finalists to 17.
# Parcells had been a finalist twice after having retired and there was no waiting period for coaches to be nominated for the Hall of Fame. He returned to coaching and by the time he permanently retired, Hall of Fame bylaws included a five-year waiting period for coaches.
