Prior to 1970, the process for naming just 15 finalists was not defined. Beginning in 2007, the process included naming 17 Finalists that was comprised of 15 Modern-Era candidates and two Senior nominees.
BOLD CAPS Indicates those elected to the Pro Football Hall of Fame.
* indicates Old-timer/Senior Finalist. Selection of Old-timer/Senior candidate began in 1972. No nominee was selected in 1975.
# indicates Contributor Finalist. A Contributor category was added to the Selection Process in 2015 bringing the total number of Finalists to 18.
~ indicates Coach Finalist. In 2020, the Selection Process was amended to include 15 Modern-Era Finalists, one Coach Finalist, one Contributor Finalist and one Senior Finalist for a total of 18 Finalists.
